Making decisions for effective humanitarian actions: a conceptual framework for relief distribution

Abstract Responding to a disaster encompasses myriad of humanitarian actions; the ultimate and crucial is immediate relief distribution. Making effective decisions in chaotic environment always complex challenging. Decisions made here are heavily influenced by several related problem areas such as facility locations, supply chain, transportation, scheduling, inventory management. While each these has its own set decision factors, factors also common multiple areas. These offer both an opportunity challenge. The challenge balance relative importance factor that between one or more areas—one considered vital area may have lower priority another area. develop framework can help all work together achieve main objective effectively distributing essential goods among affected people. literature studied individual their integrated view showing linkages missing. In this paper, we propose integrative framework.
